The head job was done
improperly. Maybe a great mechanic in the past... but he had a bad day on this head job. It happens.
The head should have been checked for deck and plane, or needed more than just a gasket. Or your leak was elswhere or in more than one place. Or just a bad gasket job?
Your mechanic gave up on yu and rather split the $difference$.

Maybe that's the inherent message by your mechanic when reading between the lines.
Remember...anything can be fixed. But is it $worth$ it at some point?
