Default Torque on LSD drain and fill plugs?

So, I was looking at this thread: DIY: Differential Oil Drain & Fill

And this image...

Do those numbers mean those bolts require 36 INCH-lbs of torque? I've only got a FT-lb torque wrench.

If so, is it really that critical? I'd rather not spend even more money right now... seeing as I just spent over $250 on all the tolls and parts to get this far (granted, I'll be using all of those tools in the future... but it's still a lot to be spending right now).

Edit: Need a fast answer too... in the middle of the job right now.
