I was actually paid by a guy a few years back that was trying to patent a perpetual motion thing like you describe (battery-motor-generator on a bicycle). I couldn't believe I was the first person, after friends and lawyers had been encouraging him, to tell him STOP WASTING YOUR TIME AND MONEY! I had to explain about conservation of energy and such, which he had ignored in all his "research". I gave him back his fee since I felt sorry for the guy.
