ebay for so cheap, I don't know why you would use an aftermarket light. Either way, if you don't have fogs you also don't have the relay, so that's 20 bucks at the parts counter. Then yes, you can hookup a switch at the stalk and use the wires behind the bumper and shouldn't have any problem running either of them.
