I showed the dealer and all I got was a free tube of touch up paint. I am keeping an eye on it to see if it worsens.

If yu have paint defects in damage prone areas...TMS/ Dealer will just say it is your fault. If yu can prove that the defects are in areas that is not suceptible to damage and truly peeling or separating from the Primer coat then Toyota must honor the warranty.
There have been several major issues with Dark Metallic Green paint on hundreds of Camry's back in the 80's. It was factory applied painting Defects. Brand new Camry's were peeling like crazy and also pitting.
Toyota had to have them repainted. My body repair shop where I worked at the time had a contract to completely bead blast/strip the paint to the metal.(apparently there was contamination at the primer level.)
It was costing Toyota $6K per Camry. It only affected Camry's with this Green Color. Many owners got paint this job seven after several years of ownership. Thes Camry's were produced in Kentucky's Plant.
I don't feel that waterbased paint is the issue. Probably factory environmental factors or defective primers were used.
Waterbased paint is very durable like the old stuff. Many don't understand this.
I would hassel TMS to resolve this. A $5.00 bottle of OE touch up paint is a small consolation/offering by the dealer for yu to go away.
I have seen two
Classic Silver 2009's (Matrix S and Corolla XLE) the paint is fine in all areas. These were both built in Cambridge, Canada.
The paint defects are usually isolated to a specific production Plant.
Where was yours produced? NUMMI, Kentucky, Cambridge. Japan?
What was the production date found on the drivers door jamb?
