Sorry , but a bottle of touch up paint is your only way to keep those chips from rusting out over time. Primer should not be left bear.

A very steady hand and perhaps some small pieces of tape could keep the chips respectable looking. The chipps should be free of wax and dirt...use some alcohol to wipe down area first. just two light dabs of paint is all that is required. Just enough to cover the primer.

I have chips from day one on my 06 HL. I would rather have touched up chips than a rusted hood. With patience and some experience yu will develope a knack for it.
Trust me...primer left unpainted will eventually rust.

Always shake the bottle well.
Don't know what else to offer yu as a solution.
