Thats electrolytically applied primer and should not rust. I see paint chips on my wifes rav4 about 8-10 count approx 2-3mm dia. after 3 years on the (60K) highway.
What do you want: a rock going 100MPH closing speed hits a painted surface and it s NOT supposed to chip? You can apply a rubberised coating on the leading edge of the hood - but it prob wont do anything. a sponge-tape applied wind deflector is the only safe bet. Now you'll get windshield cracks
