Stan Meyer's patents ran out in 2007. That's why you see a lot of talk on this subject surfacing recently. While pure electrolysis is just converting electrical energy into hho and heat, mixing the hho with gasoline does give more effective combustion of the gasoline itself compared to just mixing the gasoline with air alone. Most of these claimed mileage gains are achieved by leaning out the engine to the point of excessive EGTs and risking burnt valves and/or pistons.
