As far as  at Mr. Doc, I was looking for some info (to see if anyone else had this issue), and to call him out a little on the towing straps (I hate those chains!).

To be honest, I'm not 100% sure how the lever worked on the ATV, I think it locked the pinion gear, which would make it a locker. Seems to me there was still supposed to be a little bit of slippage.
If the mower has a trailer hitch, you could always attach weight there.
