I own a 2000 Tundra, live in the artic cold of Alaska, and have experienced the very same problem. Like one of the previous posters mentioned, your problem is the accelerator pedal position sensor and it should throw codes 1120 and 1121. The kicker is the part costs about $500 and I have only been able to find it available through Toyota.

Count your blessings though. I have had the opportunity of experiencing the pedal going unresponsive while in motion. I pulled over and restart the truck which took care of the problem, but it was a little more nerve racking. Good luck.
