That accounts for two out (of the four) "extra washers".

The other two are supposed to go between the nut and and the anti-sway bar. This isn't noted in the installation manual

The above pics also identify the speed sensor line brackets as being brake brackets.
Dam ...How can something so simple be so screwed up. Well looks like I got the bottom washers right that where not listed. But put on a extra top washer that was not needed because I do have the hitch. O well ..I am going to leave it on , I dont see how it could make that much of a difference.
