Default 1998 Avalon front camber adjustment

My 98 Avalon has chewed the inside of both front tires to the point I had just replaced them and I am getting conflicting solutions to solve this issue as I do not want to spend another $200 in tires in 10Kmiles.

- Solution at shop # 1 is to replace the struts, but I have replaced both of them 13 months ago. Could they have gone bad with just 10Kmiles on them? The originals lasted 120Kmiles.
- Solution at shop # 2 is to just do a wheel alignment, no need to replace the struts.

Which of these 2 solutions is the correct one?
