Level is desired but sometimes the mounting holes on goose neck just won't let it happen. A small amount of nose down is better than nose up as the trailer will drag the rear skid bars going up inclines like driveways and such if the front is too high. You can measure and see if there are hole positions for the ball mount that will bring it closer to level or sometimes all you need to do is turn the goose neck over and there will be better hole positions for the ball mount.
