A good over the counter wheel cleaner is Eagle One A to Z. It can be found at Auto Zone or Discount Auto. Its safe on painted or cleared wheels and does a great job on the tires. There is nothing wrong with good old soap and water too.

For dressings I like 303 Protectant and Zaino Z-16. Both are silicone free and wont attract dirt and dust. Z-16 is mail order only, but 303 can be found at any boating supply store like West Marine or Boater's World. 303 is a great dressing, it leaves a nice satin finish, wont sling and last quite a while.
