For a tire shine treatment I have been using Stoner's "More Shine" for awhile and am happy with it. Some auto supply stores carry it. They also make "Invisible Glass" for windows". You can also order online at Stoner's.com. If you buy in a case lot, it is cheaper, and the shipping is still "free".
I have always used Westley's tire bleach for cleaning tires and wheels, and I have owned Alloy, and Polished Aluminum wheels, and clear coated wheels, and it has no adverse effects on the finish. Purchased in the large bottle it is relatively cheap.
