Yes you can power the unit up on any 12V source (extra battery, battery charger, etc.) I prefer this method to test things out.
You want to use option 12 and follow the directions. You need to program this time to hold the output to the VCS switch for 3 to 5 seconds should be good (5 seems the best). Set the delays as 2 no delay(blue), 2 no delay(white) and 2 no delay (orange) and for the outputs you can put 1 second (blue), 1 second(white) and 3-5 seconds(orange) and seconds from 3-5 should work fine but each truck maybe a little different. Hope that helps some, that way you get a 3-5 second timer on the orange wire (-12v) the other 2 outputs (blue and white) don't mater cause your not going to use them but it is easier to program them as 1 second just to make it a easy follow the program sequence.
