hi, i highly doubt you will ever get cought. the gain's will be there.
what the guy did, was he put plate's covering where the cats went.
so no one could get a look. if he /she was ever stopped the plate's covered it completely,
and he/she said to law enforcement it was to protect over 3g's in cat's,
due to the article's in the new's paper's all over the united states.
so legal or not, this is what many people are doing so there cost,
of new cats wouldn't be a issue if stolen. so in conclusion,
legal -no it isn't, gain's for sure, and protection from theft o've course.

we all know the law's.
florida just passed several motorcycle law's.
just wait till you see how many rider's die in florida this year & in year's to come,
do to motorcycles vehicle's being singled out.
even a 1000 fine for a side positioned license plate. what BS!
and if you go over 30 mph over the limit, in a car you get a ticket,
on a bike you get arrested, impounded bike,
and huge fines up to 5g's, & 1 year without a license.

so i imagine many will run, & honestly i don't blame any of them.
this is just like the BLS breed specific legislation.
blaming the breed not the owner.
every year i have to get new homeowner's insurence due to:
the fact that they know what breed of dog's i own.
i am 1 of the most responsible owner out there.
4 vet's, all med's, everything they need.
my dog just won 2009 stage dog of the year.
but yet he is on that BSL list.

now back to the subject, there are more thing's to worry about,
like all race track's, company's producing dark smoke, when it should be white.
several vehicle's don't add as much as what is dumped into our ocean's.

the gov. should be more concerned with serious issue's than this 1.
