I do not know what will make it "legal". I've seen different ratings from dB, to dB at a certain distance from the horn. My interest was not to make it fire truck loud and not to have trumpets hanging from my radiator. The stebel TM-80's as a pair I think are rated at 139dB.... I'd recommend keeping your OEMs and adding the TM-80s if you don't want the air horn. good luck
