Most GTO owners only gain 3-5 HP deleting cats. There will not really be much of a difference in throttle response or torque. Assuming that this "member" who did this mod greatly improved throttle response/torque, you could also assume that the cats are more restrictive, but unlikely. As stated you also need the sims or else you will throw emission codes, which won't hurt anything, but will make you fail emissions, but cutting the cats out will do that anyway. Deleting the cats does make it louder, at least it has on the vehicle's I've done it on and it also tends to increase the raspiness of the exhaust and popping on deceleration.
