My 03 Sequoia does it, Dealer said they would take care of it.

Ha! Mine ('03 SR5) has been doing that sporadically for about 6 months. I've kind of gotten used to it. If the gauge reads empty, I don't ever believe it. I never let my tank go below 1/8 a tank... so for me, it's really not an issue I will to pay to fix.

I too have a problem with my fuel gauge which just happened. When refueled it does not show a full tank but about 1/8th of a tank down. The fuel guage does eventually come up to full but takes about 1/2 an hour. Why do Japan built vehicles have no problems?
