Problem is....the next time I stop for a light the idle might be at 1500 or 1200, or it might be back at 750 and climb back to 1500 without me doing anything.
Also, when I'm travelling down a hill oftentimes it seems as tho the engine makes no effort to slow me down. I suspect that the idle speed is abnormally high during these times. The engine seems to "ping" more as well.
I suspect that the Idle Control Valve is screwed up but....I'd like some other input before I spring for the $250 replacement part. Any ideas?

That would be my guess.
Either that or you have a leak in the intake tract (unmetered air being sucked in). Either would cause a lean condition which will affect you idle, and would also explain the pinging.
Have an 88 honda that does the same thing. Idle control valve is scewed up. Idles cold just fine but once it warms up it's pretty erratic and high idle mostly. I temporarily put in a solid paper gasket to block it off just to see what happened and now it's just tho opposite. Runs fine when warm not, just a little cold starting without it, so yeah. It needs to be replaced.
You have to be careful of those things when you clean the TB. If any harsh solvents gets in that ICV, it can destroy the internal components making it act kinda screwy. In the case of my Honda, it's some "wax" washer or seal thats messed up. Probably similar on the Truck but I've never actually taken one apart to check.
(BTW... I don't think you can just replace individual parts of the ICV. Think you have to replace the whole thing.)
Hope that helps.
