Default '98 Taco seatbelt issues

The driver's side seatbelt is starting to fray a bit, and now it's stuck in the retracted position. I know I need to replace the belt, but how do I get the pop out plate around the belt going into the pillar off, so I can get the belt unjammed? I need a quick fix, as this is my daily driver, and i hate not having a belt on! Does the plate just pop out?

You will probably need to pull the entire panel off to get to the seatbelt mechanism. It is a pain to do.

Most of the panels are plastic snaps with few screws holding them in. I'll see if I can find a link.
