Was the entire belt and assemble completely wet? Was there any water on the floorboard?
Was any of the driver side windows open? Have him check the driver door seal carefully...especially near the top of the door. He might even have to pull it away from the body to check. Look fer holes in the seams or seal.

Check the weatherstripping in the door.

I would venture a guess that the lazy seat belt retractor didn't pull the belt back to storage and it was left dangling out the door. The belt would act like a wick and be wet more than just the area on the outside.

This happens on my Tundra from time to time. Sometimes I notice it, but sometimes I don't. Tell him to make sure it is fully retracted and then see if it is still getting wet when it rains.

I'm having this same problem (2004 Tacoma Ex cab) - No water at all in the cab, but the seat belt is getting wet down in the retractor - I thought at first that I may have gotten it caught in the door, but I'm checking it very carefully now - if I let it retract when it's raining, it gets wet - the only way I can keep it dry is when it's raining, I pull it all the way out and wrap it around the headrest when I'm not driving. So far I have not been able to find a leak. My next step when I have the time will be to pull the interior trim panel (that will take some time, as I'll have to take the upper attachement for the seat belt off in order to remove the panel) and leave it off so I can see what's going on in there

If its getting wet on the seat belt part, it has to be the weather stripping somewhere.

I have found that my T100 has some holes on the bottom of the seam under the door sill. These let water out that accumulate from any water entering the back cab vent by the bed. I can git a drinking straw and clear out those holes and water will stream out like a puppy taking a piss. Also...when I'm driving I can hear water sloshing around in there.

I was wondering if yer Taco might have the same setup. Could yer holes be blocked up and allowing water to accumulate in there? Just a thought...

Good Idea - I'll crawl under and make sure any drains there are clear..

I think I have found the problem. I pulled the trim panel today. I could not find any sign of leakage above the seat belt retractor. Then I pulled the retractor. Under it in the body panel was a large chunk of foam, and it was wet. The foam would rub against the seat belt webbing in the retractor, transfering the water from the foam to the seat belt. Looking under the cab, I found that there were holes in the body panels that were covered with a small square of rubber (looked similar to a tire patch) that were glued in place - and the one that was right where the foam was was loose. It looked like it was allowing road spray to get into the body panel, soaking the foam and then transfering the water to the seat belt. I re-sealed it with some silicone window sealant (and also a few others that I found were loose). I'll post again after the next rain to let you know how it worked.

The leak is fixed - we had rain today, and the seatbelt is still dry...

I don't have a digital camera I can get under there with, but it's really very simple - when you are under the truck, the black squares of rubber are really easy to find - just check to see if they are loose, and if they are, seal them back up.
