Default 96 4x4 tacoma Power steernig Problems

I started my 96 4x4 tocoma the other day and the power steering felt like it went out. The steering wheel is very hard to turn more than an inch or so. The power steering pump was making a squeak/squeal sound. I replaced the pump and the steering wheel is still very very stiff. The new pump is making a noise like it has no flid in it even though it is full. We bleed out the system and still making the noise and stiff steering.

Anyone with any info as to what may be the problem is greatly aprreciated.

What could be some of the possiblities besides the Rack & Pinion?

did you replace the resivoir as well when you did the pump?

I learned a seriously expesnive lesson here. After 3 "rebuilt" power steering pumps from two different shops (Napa & Car Quest)and a Rack and Pinion replacement, I finally went to the toyota dealer, got a BRAND New Pump, with pulley and it worked fine. Certain parts I guess have to be from the dealer or your chancing it.
