ARE these torsion bars?
If not what are they what do they do and where do I get them?

Those are polished stainless strut bars that come with the RCD 6" lift kit.

No. Torsion bars are a type of spring. Instead of having a coil or coilover, a truck will have a Torsion Bar that runs on along the frame and connects to either the lower control arm or upper control arm. Tundras do no have this type of suspension.
