In control system theory this is called slightly underdamped operation or "overshoot". Essentially the cruise control designer wanted to have the system reach the set speed quickly enough. The harder it tries to do this, the greater the propensity towards overshoot. I would wager when they were tuning the system, they initially set it so it did not overshoot the speed at all, but found it took too long to reach the speed set points this way, so they cranked it up and just decided we could all live with the overshoot.
