How about to keep the hood from banging on the fender during those torquey take offs ? Oh and by the way I must say I'm Shocked by all the bad electrical puns, how dare you guys Conduct yourselves in such a manner!
I think you are just AMPed up.

lol, I never thought this question would get such illuminated responces, lol.AND I'm glad im not the only one who can only guess at what the heck this suckers for....Ok time for my thoughts.... I was thinking the maybe the directional spin of the fan would spit water over to that side, and the rubber strip would keep the water "IN" the engine bay in a heavy rain or mud, snow, water, ect ect... and keep it from comming out between the fender and the hood, and "fill-ament" the windshield with muddy water? I havent put the wiring back in my truck yet, and i didnt pay attention to the way the fan spun when i was moving it around the shop. Any thought on that? I think it would spin ..... counter clockwise since the top would spit thoe most water, because the lower section of the fan and shroud is tight i wouldnt see much flipping up there. Anyway just a thought...
The wipers throw water to the passenger side. When sitting still, there will be a greater amount of water running down the hood when the wipers are on.
That's my guess.

I am shocked at the direction this thread has traveled, alternating between direct comments on the OP's subject matter and our insane obsession with electrical terms. Some members' capacity to use as many electrical terms as possible in their posts here has certainly charged the discussion.
Hopefully we can be a little more grounded and at some time the discussion will complete a full circuit and return to the original topic. To be certain it would be helpful if we could relay pertinent information regarding the rubber strip in question and thereby insulate ourselves from further self-absorbed electrical elocution.

is my trucks the odd one out..the windshield wipers push the water to the drivers side....which sucks in rain...i need some visors so it doesn't drip on my controls anymore!!! and short something out. HA i used an electrical phrase and didn't have to make a bad pun! (this time....) it is however fun to know that not all the people are mean on here and some of us can be fun and have a good laugh :P

A typo in that last word could be fatal!!
It's time to take my sixty cycle hum[or] elsewhere.

As Greenie previously stated, this is becoming a Joule of a discussion amongst a bunch of ammeters, but I'm having a ballast reading all the comments. There is definitely a lot of current information floating ground here at the moment. Certainly a lot of UPS and downs. When we do get a solution to the initial question, we may all need to disconnect, then go to the local buss bar for a Corona discharge.
You guys all got taken, my truck has that seal on both sides....I think the dealer's take them off before delivery and sell them on ebay for heavy profit. I have some extra's laying around, PM your credit card info and I'll ship them out pronto.
