did you replace the shocks and if so did it solve the problem i have same issue right now too
I have not replaced the struts yet. I did however have to replace both cats. The strut problem is the strut mount i do believe. I ordered one from napa, but it still isnt in yet. They said it was coming straight from the factory. But you could have better luck getting it at toyota.

"There are TWO keys to success: 1. Never tell anyone everything you know."
I hope someone didn't diagnose the need to replace your cats from the codes. Without a true smog test you can't tell if the cats are bad even with the kick test. I threw those codes plenty of times but with the required california smog tests that were perfect confirmed the failing rear O2 sensor.
I already changed one of the rear o2 sensors, and the code kept popping up. No exhaust leak so that is the cat. NO CODES AFTER NEW CATS. REMMY700. I would think strut mount because the only thing that holds the strut on top is the rubber strut mount. The wiggle on my was at the top of the strut. The center of the mount has a hole for the strut to go through and mount.

I'd like to try & help, but dang if I'm not confusedI suppose you're speaking of the strut mount & insulator assembly, which is at the very top of your strut & coilspring assembly. However considering your quoted tire size, you may have some sort of "Spacer Lift" device which may cause us to offer you bad advice. I believe Tundrunk is dead-on, we need a picture.....
