There is alot of hardware that starts to rust right off the showroom floor. I had a brand new factory toyota rear bumber replaced at the dealer a few years back. The inside was covered with rust a year later. I showed it to the service manager when they were doing some unrelated work. I said that it was "uncalled for" that it was already rusting away. The dealership replaced it free of charge. I would complain and ask the dealer to give you a discount on new bed bolts- at their cost. Also, I would think about protecting the new ones with a coat of spraypaint such as clearcoat rustolium. I know you shouldn't have to do this but many have recogmended on this site that they spray paint the components under the truck with matte black spray paint to hold off rust.

Are we talking surface rust or rust that is penetrating into the bolt? Surface rust is to be expected. If the bolts are rusting through, you can probably replace them with Grade 8 hardware from the hardware store. You could buy the bolts through a dealer, too. As for preventing rust, I wouldn't paint any bolt threads as that will make it very difficult to unbolt. 3M, I think, has a spray coating designed to protect boat trailer hardware. Spraying your bolts 2x's a year with that will definately keep off the rust.

If you have big rust issues on the underside, spray paint won't cut it. Zero rust is a product designed to be applied over surface rust, bare metal, or scuffed painted surfaces. It will cover metal and seal out air. I don't think you really need to do this unless you are driving IN salt water!
