Wheels- as with everything, you get what you pay for. Cheap steel wheels are cheap for a reason. Alloy wheels are going to weigh less, ride smoother, they're stronger, and they don't rust (cheap truck wheels rust in a few years which causes slow air leaks).
Backspacing- the distance of the centerline of the wheel (and consequently your tire) to the mounting surface of the hub. More = wider stance. Too much = weird looking and past fender flares. Look up the factory specs for your wheels then compare with what you're shopping for.
16" wheels on a Tundra are close to the brake calipers. Factory 16" wheels seem to fit with good clearance, but I've seen 16" aftermarket wheels on a Tundra that have about 1/4" clearance.
