The OEM tow package for year truck (actually any Tundra made before '03) was wired for only a 4 pin connector which only provides power for external trailer lights (stop/turn/clearance markers-taillight). If you're planning on towing a trailer with electric brakes and a 12V power wire to the trailer battery, you're going to need to do a lot of wiring yourself. The 7 to 4 adaptor provides the means to get the external trailer light (and ground) circuits to the 7 pin bargman connector...you will have to do your own wiring to get the other circuits connected...namely, power from the brake controller, 12 V power wire (for the trailer battery), and optionally a line from the backup lights to the center pin on the bargman connector. There are some instructions in the TS club garage for how to do the brake controller part of the job.
It took Toyota 4 model years before their engineers clued in that lots of people pull bigger trailers with these trucks and need a 7 pin connector (and a trailer brake controller interface). So, Tundras and Sequioias made from '03 onward (like mine or toyotafreak's) do have a 7 pin connector in the OEM/factory tow package. The '03s and onward also have the underdash connector for a trailer brake controller and all the associated wiring for the brake controller and 12V battery line to the 7 pin connector. They even have power for the center pin from the backup light circuit...so even the backup lights on my trailer actually work!
