It's strange that here in Twin Cities Minnesota (other than pet owners are more responsible) with not many back yard fences and very few pets are running loose. In the seven years I've been back here I've had only two dogs come around and owners came looking for them within 30 minutes and thanked me for holding them. You very seldom see cat or dog road kill on the roads. Raccoons, deer and a few squirrels is about it.
When we lived in the SFV in Ca I was always seeing cats and dogs loose. All of my neighbors understood when their pets were home they were theirs and when they were on my property they belonged to me. I trapped quite a few cats in a havaheart trap and hauled them to the hillsides for coyote food to get rid of them. I didn't make much of a dent but I sure got a lot of satisfaction.
I did try a time clock controlled 35,000 secondary voltage neon sign transformer connected to a pair of serpentine wires siliconed to a two foot x 1/2 inch piece of plastic sheet once. The voltage was so hot that dust on it in combo with night time dew would short it out and blow it's fuse so I had to go back to more conventional methods.
