There are a lot of northern states that have a fairly highly educated work force that is being under utilized. There's great economic reason to tap the work force that is there since they're already there and not being used to their highest potential. The problem is "growing the campus" after the initial investment sucked up the local work force.

That's one of the reason's to move a plant to North or South Dakota (and such). But then you've got to get people to move there if they don't already live there. That's not so easy.

Not that any of those northern places are bad, but they are a little colder than many people are used to and that's a bit of a tough sell.
