I kinda let my Tundra tell me when it was ready to shed my TRD flaps. The fronts kinda got ripped off a few years ago. After the last trip to Barney Riley with mud and snow, I put the truck in reverse and the tire ate one...I ripped the other one off to provide balance.
Leave them on as long as possible to guard from road debris kicking up and dinging your paint, when their time has come and gone....rip em off...until you get a fix it ticket. Then, go and pay some money to put them back on.
If you 'wheel it, it's just a matter of time before the mudflaps become a victim.
