OTONWA TOOL COMPANY sellw what your looking for, but I dont think they sell to the public.
Truthfully its easier to remove the timing belt and then the camshaft than using that tool. Its a pain in the drain.
But with the valves being that tight, I would say you have a sever valve problem. The valves may have tuliped and sunk into the head causing them to tighten up on the clearance. Adjusting them looser wont help anything. At the minimum you need to remove the head and have a proper valve job done, or do it yourself. With the head off and the cam out you wont need a special tool.
