To answer your question, your dealer is full of sh!t - there is a bracket that you can ONLY get from the dealer that fits the nose, as GaryPSU mentioned.
My answer has been to go without one, but I've already had a ticket in Hollyweird for not having one. I toss my old Lic plate (beat to crap from an old accident with the Tundra) up in the dash. If they ask, I tell them I have a new one on order since I had an accident with my old one. They leave me alone then, but I gotta remember to put it up there whenever I park in LA.
