When I bought my 1997 4Runner with 145k on it last year I would recommend the following.
Have a Toyota dealer look it over if possible. Ask them what Toyota dealer they bought it from and hopefully had it serviced at. You can get the VIN number and call the dealer and they should give you the service history.
Make sure the timing belt and water pump have been replaced, I believe the first was at 60k then at 120k and so on.
There was a recall on replacing the rear springs.
Check the rear seals, mine was starting to leak diff. fluid onto the rear brakes.
Yea, another vote for getting the dealer (or independent mechanic) look over the truck. The rear seals were leaking on my 4runner too when I bought it.

Toyota dealership will NOT give you the service history unless you're the owner who brought it in for service. Believe me, I've tried. But maybe you will get someone who doesn't know the rules.
Anyway, in addition to what others have said, I would check to see if the 4WD engages well. My old 98's 4WD system was not reliable. I believe there was a problem with the vacuum lines. Also, check the rear locker, if applicable. The shocks were the other issue. Mine were badly worn at 120k miles. Check the front sway bar endlinks. Mine were toast at 120k miles.
If this guy has kept up good maintenance and all of the issues above are non-existent, then I would go for it.
Pay less than $7500 for it and expect to do some maintenance on it. Buying a Toyota is buying a promise in some ways. It's an educated promise though as it is pretty much a sure thing that if you keep it maintained, it will drive forever.
