Is there a way to tweak the remote rear window down function to make all the windows go down?

no, you'd need an aftermarket alarm and window modules to do all that, be quite a bit of work

Since the side windows are one touch down you theoretically could wire them into the circuit. That would take a FSM to trace the wiring.
