Default 96 4runner ECT question

I just purchased my son a 96 4runner. It has the ect button on it. My brief understanding is that with the ect button off the transmission computer shifts to 2nd gear and 3rd gear , sooner presumably to lower engine RPM and enhance fuel mileage.

Is this true? For general driving (non-towing, get best gas mileage) it seems that you would want the OD on and ect off.
Any harm in leaving it off? Are there any traction benefits?

For him I would perfer to set it and forget it.

This is true, for regular driving leave the ECT button off and OD on.
