Something has got to be wrong to get only 13-14 mpg. I track all of my fillups on a spreadsheet and looking through those the worst my van has ever done is 15.8 mpg. Total average of 18.5 mpg, with 21k on van. The majority of this driving is in town, stop and go, by my wife with a lead foot. (already gone through a set of front brakes)

I would not trust the onboard "computer" at all for an accurate check of mileage. It is at best a toy to play around with. Do the math on several tankfuls before drawing any meaningful conclusion. Anything less is basing your conclusion on ignorance.

I have seen someone not familiar with the van, get in and put the gearshift in 4 instead of drive. It is easy enough to do. That would definitely explain a 13-14 mpg. I am not saying this is your situation, but it is something to be aware of. ( I think the original post stated the van only had a few hundred miles on it).
