Are you sure you are looking at an “undamaged” 2006 Corolla?
I just looked at a 2006 CE on a dealer’s lot, and everything is in place including the 15 amp fuse.
The wiring harness is in place and the 9006 plugs for the lamps are tied up against the radiator side supports.
If these things aren't on your car, then tell me where the car was manufactured.
California or Canada.

The cars coming out of the California plant all seem to have the complete harness already installed...I can't even begin to guess why there would be two different wiring harnesses installed on identical new cars.

But hey, Toyota knows what's best for us, and rams it down our throats every day.
And the part I like the most, was the fact that they feel they should hold our hands all during the ordering, and buying process.
I guess it's that Japanese marketing mindset they are still suffering from, that tells them that customers should not be allowed to order just anything that fits, but rather, only "Packages" that they put together for us.

What a stupid way to sell cars.
Don't they understand that General Motors screwed up this way too, and just look where it got them.
They may not have filed for bankruptcy yet, but they are bankrupt, none the less.
