I just did a build and price at Toyota.com
I selected the following
Regular Cab

$23,760 U.S.
As per the article, the same truck in Canada would be $25,255 CAN, which works out to $21,307 U.S.
I don't know if the trucks are identical because the article isn't that specific, but it looks like the Canadian truck is cheaper by $2400 U.S.
