I had the same experience...it is on the NHTSA list...Toyota Canada Customer service responded by saying:
Dear Mr. Davitsky:
Thank you for your most recent correspondence.
We would like to take this opportunity to advise you that the "National Highway Traffic Safety Administration (NHTSA)" is an American organization and thus the information provided by this organization pertains only to US specification vehicles. We have verified the Vehicle Identification Number (VIN) that you provided and can assure you that, currently, there are no outstanding recalls or campaigns. Should a situation arise where your vehicle is subject to a recall or campaign you will be notified directly by mail. If you have any further inquiries, we suggest speaking with the Service Manager at your local Toyota Dealership, as they would be in the best position to provide any technical information that you may require.
