I don't know what to tell you.
Are you sure you are looking at the right spot for the relay socket?
It should be at the end closest to the firewall.
If you look at the inside of the cover, it shows which socket the relay is.
Is the 15 amp fuse in place?
Do you know what a 9006 plug looks like?
If you don't, then pull one of the low beam plugs off. It looks just like that.
The plugs are tied up along side the radiator support.
You probably can't see them, so you will have to reach up there from underneath and feel for them.
