Something sounds off with what they have told you. I think you will get a complete engine for the following reasons a) They install complete engines on the assembly line. b) The intake and exhaust manifolds are attached to the heads so the heads must be there. c) The reason you are getting a new engine is two-fold; they want to make sure there is no collateral damage down the road and they want the complete engine back to try determine the cause of failure.

Personally, I would baulk if they attempted to re-use the heads. I would want to see the pistons to make sure there was no signs of valve contact. I'd also insist a bleed down test be performed on the bank of cylinders that had the broken cam.
