What is ISR mod??
ISR = Intake Silencer Removal. Search for a writeup on TTORA and/or Yotatech.

As far as the deckplate job on your truck, did you reinstall everything correctly? I know it's an easy mod but....

Did you disconnect/reconnect the battery (flash the ecu)? If not, it takes the ecu time to reprogram itslef to accomodate the increased airflow. Otherwise, not sure.

I check my mileage religiously, and even put the deckplate back in for a stretch to see if it changed anything. Nope. Still about 18-20 mpg with the deckplate covered, and 20-22 with it open on my truck.
