If you read the TSB's, they state that they will be honored according to a customer's specific complaint for 3 yrs/36k miles.
Having said that, it seems like there are a lot of people here that have complained prior to the 3/36 or have had major brake work done before their warranty expired. So that may be how some people are getting additional TSB work done for free. Plus, it only makes sense that Toyota honor them if they want to be customer service friendly.
On the other hand, it was like pulling teeth to get my moronic service mananger to honor the TSB
INSIDE the 3/36 warranty period!
