I've had mine in 4 different times for brake work, the last time was at 45, 000 miles, new front pads, turned rotors. Now at 53,000, I was getting the 'pulsing' at light to medium braking, especially from about 50 mph down, when brakes were already warm to hot.
The dealer had to call the factory, but I got the ok for the new TSB.
After complaints started coming in, I think Toyota realized that their initial design was building up too much heat, but that they waited too long to start doing something about it, hoping that it was very isolated.
My parts were ordered a week ago, still not in, my service tech said it was probably the demand for the kit, I told him, "but I thought Toyota said they have no problem", he just laughed.
I think most of the difficulties people are having with the dealers getting the work done are the dealer themselves, IMHO.
