Regarding the messy filter housing drain 'instrument', I found that removing the o-ring for the filter housing drain plug (after remoinving the drain plug, of course) allowed the plastic thingy to seat properly into the opening and I was then able to walk away, drink another beer, and allow the housing to drain completely. That way when I unscrewed the filter housing there was no mess either.
