Tack weld the nuts in place. No, seriously. Check out the thread on Colorado4x4.org, there's a long one about securing your gear, also one at Pirate4x4.com.

If you need to get the winch off, you can grind down the tacks, but no monkey with a wrench is gonna pull your winch.
